Islandwide voting

I have always been a supporter of island-wide voting.  There must be a way this can be accomplished so that the people of this island can vote for their Government and not part of it. At the last election there were successful business people not elected with over 1,300 votes yet others with far less now sitting in Government from a different District with a lower turnout, is that fair?  For as long as I can remember we have elected politicians who do not live in their Parish, or District, yet their proposer and seconder must be resident.  That seems to me to be the wrong way around, surely if you want someone representing your Parish they need to live there and understands the residents needs?  Now we have Districts a situation can arise where St Andrews and St Martins are now combined as a District, yet all the successful candidates with the highest votes may live in St Martins therefore denying St Andrews representation within the States.  Currently there are no Deputies in the Government from the Parish of St Saviours and Torteval. A way may be to ensure at least one or two public elected Parish Deputy/ies,  for each Parish are in Government alongside island-wide Deputies.
